The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are released from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to sober acceptance: perhaps the approaching threat won't cause damage this time, sparing the city from ruin and another blackout.

Continuous Dangers

Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, no doubt, continue.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unrealistic to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the coming year.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a entire defensive failure until conditions improve in its favour.

Existing Situation

Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
